The Maharashtra Shops and Establishments law changed in October 2025. An ordinance of 1 October 2025 raised the coverage line from 10 to 20 non-managerial employees. Below 20, an establishment only gives its details to the Facilitator. The same ordinance moved the daily limit from 9 to 10 hours, kept 48 hours a week, raised the spread-over to 12 hours, and raised the overtime limit from 125 to 144 hours in a quarter (Khaitan & Co). A Bill to replace the ordinance, L.A. Bill No. LXXXIX of 2025, was introduced on 8 December 2025. We could not confirm that it has passed, so read this page as "per the October 2025 ordinance and the December 2025 Bill". Check the current position with your labour consultant.

A footwear shop in Dadar has 17 non-managerial staff. Before Diwali it hires four more, so it now has 21. The shop opens from 10 am to 10 pm. This is an example, not a customer.

The four labour codes have been in force since 21 November 2025, but a state-rules tracker says Maharashtra's rules under them were still drafts on 6 October 2026. Two points matter for HR records now:
